Apple's rules for advertising on the App Store list apps related to gambling, alcohol, dating, pharmaceuticals and the medical industry as "restricted". This means they have specific rules about where they can be shown. The site says gambling apps are "prohibited or restricted in some countries and regions". But it says nothing about the audience to which they may be available.
